Having issues getting the letters to go where I want.

Now I can't move any letters. Red X.

I was doing ok until the letter puzzle. I can't move them to match the puzzle either. Only the outer letters move for me so that doesn't help at all.

The letters are moveable but only in a spiral like the clue hints.
