In our city a street's drainage is just broken and the waste is flooding the street. For signs riddle, look at the lines on signposts

Can zoom in on first plant (far right scene) but can't do anything yet.
Magnet is for one of the holes on the roof tops (I think 2nd scene)
Use magnet in scene 2, hole in top of rh building
Use scissors on vines in 4th scene. Think this is sliders clue.

Use spade on plant for metal ring
Completing metal rings gives lid for puddle - and out. Ok little game : )
