@nokra, 9 is in drawer under TV (you need to turn it on first I think).
18 is under a carpet - the same as number 3, but other side of carpet.

@kathryn, look at the circles on the frame. They start from up on the left side, then there are some on the right side and so on.
Click left and right buttons on TV.

I remember from some earlier games that some people had trouble with not getting numbers on the solved puzzle. That might not be the case here but anyway.
