The only thing we seem to be able to do is the 12 switches on the red panel.

i wonder if we have to make the buttons (1-12) equal up to 31?

i have tried every combo and nothing works...i was hoping to find a comments section and get it translated, but nothing !

I tried flipping the numbers you can spell from the picture (1, 3, 8, 10 and maybe 9 if you can reuse the I), both ways where they were down and the others up and then up and the others down, but no go there. BTW out of the colors it seems you can spell green and orange.
So much for that theory. I found apple and orange in the blue box but the letters are not clickable
i even tried three one spelled out on the board...nothing

i opened the draw - not sure what the numbers i used were becuase it changed view when i opened it...it's something like 2 4 9 11 all down
turn all the odd numbers, and then reverts to the numbers in pairs .....

apple is clue to opening arrow box - find letters on picture and plot the route in the box

the computer numbers arent right - the way they're written gives you the clue to the right numbers...i.e. the 3 is backwards to on the dial the opposite one is the right one. that's a really rubbish explanation so im going to put in a spoiler for the numbers.

i thought perhaps if the & is 7, then the = might stand for +. But i don't know how that would work.
it looks as though the 7&4 clue is on a piece of metal rather than paper (?). Also, the apple picture has dots on each of the four corners - maybe we need a phillips head SD? Or maybe we need someone like @Edgar!
The alphanumeric values for "seven" and "four" add up to 125. "one one two" adds up to 126. So.... nevermind.
Well I came back to see that someone brute-forced the red drawer -- the 31 clue dissappears when you do so, but how does 31 turn into 5 numbers that total 32?
(as stumped as everyone else on the blue panel)
7 and 4 are both factors of 112...maybe someone else can use that. lol
Think it´s an error in red drawer. Numbers should add up to 31 not 32.

You can't get very far with 1 as a factor ...
and some how we have to get TWO 3-digit numbers
If "&" = "times the square of" you would get
7&1=007 and 7&8 = 448
1&4=016 and 8&4 = 048

I was wondering if it had anything to do with different bases.
i.e. 74 is 112 in base 8
but that still doesn't help me with the clue

Zero has two bars in the left column, two in the middle and two on the right. One has no bars on the left, none in the middle and two on the right. Eight has two on left, three in middle and two on right. Four has one, one and two. But seven has zero, one and two, not 1-1-2 like the game says. So, with two primary math mistakes, and no reference to digital display, I rate this game a 222.

Anyway, I also rate this a poor game.
No explanation for

and no hint that the last numbers were in any way digital
@Turnip I wondered about that too. But as Puzzled noted, '7' can also be written with a line in the first column (though not usually when digital??) so maybe it wouldn't have been impossible to figure out...
Personally, I prefer puzzles that are related to the number of strokes in a character.
For the DRAWER
The months don't have 31 days.

31 = 2,4,6,9,11
all the months with 31 days should be set to blue, others are orange. that was obvious for me. i stuck only with the last digital numbers code.
i think this was a good game.
