The plates are the panels where the numbers are. Starting with 2 and ending with 9, you want the numbers of those panel that would be numbered if they were there. Hope that makes sense.

Thank you for the numbers hint Hamza. Basically, we want the numbers of the empty spaces between the numbers 2 and 9. Note - the third space is big enough for two numbers.
