The number code is from the canons, use them in alphabet order.
I don't understand the chest code either... if Green is 4, Blue should be 1 and Red 3... or not? It doesn't work

Silly me... it was counting from bottom to top!
Nope, on the scroll red is a little bit further to the right than green, so 1 block more and blue is even further away.

If green is 4, blue could also be 7 and red 5...but that doesn't work either. And what is that yellow dot doing there?

had trouble finding scroll, but color code worked without it....but for those who can't find it either, it's on the captain's desk, left side
The colour that's farther on the right side is red, not blue.
According to the paper, green could be 2, yellow 3, blue 4 and red, maybe 5 or 6. and black could be 7 -> of course, this doesn't work, but the answers given in the comments above don't work either (and don't make sense according to the hint).

indeed, the colours hint is misleading; green 4, red 5 and blue 7 is the working solution, but on the scroll the red line is longer than the blue one
