I think the order was the amount of vertical poles above the signs.
Yellow 0, blue had 1 and red 2.

the order is the font color not the background color

Navigation on this one is very difficult

Snowmen:
1) Left front in first scene
2) Move leftmost snowmen in line of three
3) Behind pillar in ski lift
4) Right front of scene with red and yellow signs visible in background
5) Far right of yellow sign
6) Under blue sign
7) Right of building in building scene with lock box visible
8) Left of door in building scene with color box visible
9) Behind sign with screw in it
10) From man when you give him sled

When you've zoomed in on shack with benches to right (but not totally zoomed in on sign), click on the benches to get the scene with the signs.
