So frustrating.
I FINALLY got the 10 symbols to line up, but now I can't get the colored numbers to work.

Completely confusing
I don't know how I managed to open the rotation wheels after all buttons got green.
To avoid being stuck, take this:
Turn the big to 11 o'clock,small to 5, both at 12, then the big wheel to 3, and the small one to 9

Rotation wheels hint behind cushions. You can back up and check the positions without the puzzle resetting.

For the scroll number/color clue: click the corresponding color buttons on right wall as many times as the number in scroll says (remember to match the colors). The lower part will then give you the code to the number cupboard.

For the right buttons: 4521252113 - The left buttons work out right, but the hint for the right buttons doesn't put them in the right places ? The top two need to be reversed, but I don't get it to fix it - Are you able to check it - I'm totally confused by this puzzle

DoziCowGurl, maybe this could help:
it's not a solution but a clue which button does what.
eg: with top button on left you can switch first and fifth positions, with top button on right you can switch second and third positions...
