For the copier, look at its front. It says A3 and B4, they mean A is 3 and B is 4. Look at the picture of a locomotive. It says D Vi, it means D is 6. So 15 should be M.

Great, I never imagined it could be solved that way!
I guess what the author intended is "those months that have less than 31 days" (2=Feb 4=Apr 6=Jun 9=Sep, and...)
In Japan those months are called "ニ四六九士" (ni[2]-shi[4]-mu[6]-ku[9]-samurai), in which "士" (samurai) indicates "十一" (11).
That's why you see a samurai picture there.
