For all its simplicity this is actually a very good challenging little puzzle.
1. Show the smoker to the Park Keeper.
2. As the two begin to argue show the rules to the Park Keeper. Exit the smoker.
3. Show the little brown bird to the lady with the popcorn.
4. Show the little brown bird eating popcorn to the blackbird.
5. Show the blackbird to the popcorn lady.
6. Show the piece of popcorn on the sleeping guy to the blackbird.
7. Show the sleeping guy to the angry man. I guess he's the boss and the guy is skiving off work!
8. Show the popcorn lady to the dog. Exit the lady!
9. Show the crying girl to the Park Keeper.
10. Show the bench to the Park Keeper.
11. Now get the girl to pick up all the coins.
12. Show the slot machine to the girl.

If the girl has collected all the coins then the fountain will start. She needs 6 coins in total.
1. Silver one that falls when the blackbird swoops down.
2. Copper one that is by the fountain.
3. Copper one that is under the bench by the popcorn lady.
4. Copper one that the sleeping man drops when his boss chases him off.
5. Copper one that falls when the Park Keeper rescues the balloon.
6. Copper one that the popcorn lady drops when the dog chases her.
Without all the coins the girl will compain she doesn't have enough money.

You show the bench to the Park-Keeper (or Policewoman) type character.
You can only do with when the balloon is in the tree and you've already shown the crying little girl to the park-keeper beforehand.
