in my logic next would be 12 % (5 red holes, 4th position) & not 16 % (6 red holes for puzzle)
dunno how to interpret start with 3 black (mayhaps 1 & 2 red holes from 2 % & 5 %...❓ 🤔)
number of tags total 11: 2 % = 6, then 5 % = 1, also 16 % = 4
